Job Description:
Our Ottawa based client is seeking Project Management Services for a one year contract position.

All candidates must posses secret clearance.

TASKS:

The Contractor shall provide Program and Project Management duties to the Program Manager in the form of advice, recommendations, proposals and counsel that will include the following tasks:
• Assist in the operation and maintenance of a Land Force Command Support program coordination office in accordance with guidance from the Technical Authority (TA)
• Prepare and assist with the implementation of a Performance Measurement System for the Land Force Command Support Program that provides insight into the operational effectiveness of the Command Support Capability.
• Perform a project management role for the Land Force Command Support Program with emphasis on strategic planning, risk management and knowledge management
• Coordinate the activities of the Command Support Working Group
• Prepare and support the TA in the management of Land Force Command Support Capability policies, instructions, orders and procedures (process, data, network and security)
• Prepare and deliver briefings to senior leaders on the progress and critical issues of the program
• Prepare documentation in response to scheduled and unscheduled reports, returns and observations
• Provide project progress updates to DND and CF Management on a weekly and an as and when required basis when events affect the schedule/progress
• Prepare strategic risk assessments, studies, options analysis, governance and program or project related documents
• Review project or program related documents or material and provide comments, including proposed amendments or revisions as required
• Plan, facilitate and document project team and working group meetings
• Participate in meetings associated with the work as required as well as coordinate and prepare Army G6 representation and attendance to other CF and Joint level Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) forums, committees and working groups.
• Prepare minutes of discussions and/or records of decisions of meetings and provide to TA, for review and approval, no later than five working days after each meeting
• Monthly Work Plan: The Contractor shall prepare a draft Work Plan to the TA, five (5) days prior to the end of the month, for the upcoming month, and
• Monthly Report: The Contractor shall provide a report to the TA, on the last working day of each month

The ideal candidate will have::
  • a current Project Management professional certification from the Project Management Institute or equivalent
  • two (2) years of experience, within five (5) years of the bid closing date in IM/IT project management experience, within five (5) years of bid closing date in the development and production of Canadian Forces and/or Army level orders and directives paired with the coordination
  • have three (3) years of experience, within five (5) years of the bid closing date with Command, Control and Information Systems (C2IS).
  • formal education in a related field,Engineering Degree from a recognized university in an IT/IM related domain (Electrical, Computer, Mechanical, Process, Model, Management, Industrial, Civil and/or Chemical) or Master of Science Degree from a recognized university in a non-IT/IM domain
  • Professional Engineering License from a recognized Canadian provincial licensing body:
  • experience, within 5 years of the bid closing date with the Land Force Capability Development Process, Land Force IT/IM processes and policies
  • experience, within five (5) years of the bid closing date with the: Land Force Command Support Development Plan, Land Force Managed Readiness, Army Transformation, Canadian Forces Transformation
  • experience, within 5 years of the bid closing date with Canadian military Command, Control and Information Systems (C2IS)
  • experience, within 7 years of the bid closing date with the Management of large defence system program or defence system complex projects requiring a high level of integration valued at more than $100 millions dollars
  • experience, within 5 years of the bid closing date in planning, implementation and management of configuration control processes
