Job Description:
Our Ottawa based client is looking for a Programmer Analyst ( Microsoft Technology) for a contract position running for 2 years with optional 1 year contract continuation.

All candidates must possess reliability clearance.

Bilingualism is considered an asset.

The Programmer / Analyst – Microsoft Technology must:

-Review the DEAIS business requirements and the DEAIS functional specifications documents of an approved project within the DEAIS application portfolio and provide via email the level of effort and time estimates for all assigned tasks of the project;
-Review the DEAIS business requirements and the DEAIS functional specifications of an approved project within the DEAIS application portfolio and provide via email feedback or written comments that are inserted directly into the documents regards to the clarity and validity of the processes and functions that are defined in the documents;
-Design, build, and modify application prototype of the proposed solution for use in packaging screenshots to be incorporated with the functional specifications document, client reviews and approval, and to explore different design options;
-Create and design data model of the proposed solution for use in application programming in accordance with departmental database standards and guidelines;
-Design and implement application code in accordance with departmental development standards;
-Code database triggers, stored procedures, packages for use in application programming in accordance with departmental database standards and guidelines;
-Conduct impact analysis on newly requested enhancements of existing applications within the DEAIS application portfolio;
-Provide on-site and telephone technical support to DEAIS clients for assigned application defects within DEAIS application portfolio;
-Perform data analysis, data migration into applications as requested;
6.2.10 Perform application security analysis based on DND standards for existing applications within the DEAIS application portfolio;
-Develop unit test plan documenting scripts and results as requested;
-Provide a readme document for application deployment;
-Provide a deployment check list for application deployment;
-Create and/or update departmental Standard Operating Procedures (SOP) as requested;
-Attend technical meetings and record decisions and action items reports; and
-Provide a bi-weekly status report outlining work in progress, work completed, and work planned using a template that will be provided by the Technical Authority.

Other Requirements:
-Experience in performing data modelling, data analysis, data conversion, and data migration -Experience using Visual Studio Team System (VSTS) for source control and project tracking -Experience developing and/or maintaining applications using ASP, Javascript, VBScript and VBA -Experience establishing development guidelines and industry best practices with .NET framework -Experience designing and building applications using the Model View Controller (MVC) design pattern -Experience in software development and maintenance in a government environment

The ideal candidate will have::
  • experience in a minimum of 2 projects in the last 5 years with designing, building and modifying applications and data models from functional specifications.
  • a minimum of 5 years of experience in the last 7 years in developing multi-tiered custom applications using ASP.Net, and C# or VB.Net with .NET Framework 2.0 or higher.
  • experience in a minimum of 3 projects in performing data analysis, data conversion, and data migration into applications.
  • experience working with SQL Server database, version 2000 or higher
  • experience working with Oracle database, version 9i or 10g
  • experience developing and maintaining PL/SQL database scripts
  • experience developing and maintaining Transact SQL database scripts
  • experience developing or maintaining Data Transformation Services (DTS) or SQL Server Integration Services (SSIS) packages
  • experience producing software functional specifications based on business requirements
  • experience leading the design of software applications
